EMIGRANT SPRINGS (ESP) TIMBER SALE
The ESP Timber Sale is comprised of 23 trust and tribal fee parcels within the Umatilla Indian Reservation totaling approximately 787 forested acres to be logged. The sale area includes all or portions of Sections 5, 6, 7, 8, 17, 18, and 19 of Township 1 North, Range 35 East, Umatilla County, Oregon, about 23 miles from Pendleton, OR.
Total estimated volumes are 8,181 thousand board feet (MBF) of sawlogs and an additional 336 MBF of pulp material. Estimated volumes/species and minimum acceptable bids are: 4020 MBF DF/WL @ $240; 748 MBF PP (6”-11” DIB) @ $80; 713 MBF PP (12”-17” DIB) @ $110; 200 MBF PP (18”-23”DIB) @ $170; 5 MBF PP (24”+ DIB) @ $190; 2496 MBF GF/OS @ $180 ; and 336 MBF pulp at $5.00. Volumes are based on Scribner Decimal C Scale. Stated Volumes are estimates and are not guaranteed.
This sale will be offered as a sealed bid with oral auction.
Sealed bids will be received until 16:00pm PST on Tuesday, August 14th, 2018 at the BIA Umatilla Agency Headquarters, (PO BOX 520) 46807 B Street, Pendleton, OR 97801-0520. A bid deposit in the form of a certified check, bank draft or irrevocable letter of credit, drawn payable to the order of the Bureau of Indian Affairs, in the amount of FIFTY THOUSAND DOLLARS AND NO CENTS ($50,000) must accompany each sealed bid.
On the following day, Wednesday August 15th, 2018 at 14:00 (2:00PM) PST, a public opening and auction will be held at the BIA Umatilla Agency Headquarters. A sealed bid is required to take part in the auction. All received bids will be opened and presented to the attendees. Bidders will then be able to revise their bid price for any or all species/sort. Only an increasing bid for an item will be accepted (decreasing bids will not be allowed). After all bidding has finished, the highest bidder based on the total estimated value for the entire sale will be selected.
The deposit of the successful bidder will be applied as part of the purchase price against timber cut on this unit only, or retained as liquidated damages if the bidder fails to execute the contract and furnish a satisfactory performance bond in the amount of EIGHTY THOUSAND DOLLARS AND NO CENTS ($80,000) within THIRTY (30) days of the acceptance of the bid. All other deposits will be returned following the completion of the bidding.
Pursuant CTUIR Tribal Resolution 17-053, Forestry related activities on CTUIR lands are subject to the Tribal Employment Rights Office (TERO) code and will require a TERO compliance agreement.
