Water management, allocation, and development shall benefit the Confederated Tribes of the Umatilla Indian Reservation, its members and residents, and promote the purposes for which the Umatilla Indian Reservation was created: to provide a permanent homeland for the members of the Confederated Tribes, protect the exclusive fishing rights as set forth in the Treaty of 1855, and preserve the cultural and religious integrity of its members.

Pursuant to Chapter 2 of the Fish and Wildlife Code of the Confederated Tribes of the Umatilla
Indian Reservation the Fish and Wildlife Commission has the authority to establish emergency
regulations for Umatilla ceremonial, subsistence, and commercial fisheries. Pursuant to that
authority, the Fish and Wildlife Commission adopted the following regulations.
