Reasonable Modification Policy:
The purpose of the Reasonable Modification Policy is to ensure that Kayak Public Transit offers equal and effective opportunities and access to public transportation services for persons with disabilities and full compliance with the provisions of the Title II of the Americans with Disabilities Act of 1990 and Section 504 of the Rehabilitation Act of 1973.

Service Animal Policy:
Service animals that have been trained to perform a specific task to assist with a disability are welcome to board Kayak's buses. For additional information download a copy of our Service Animal Policy.
Coordinated Human Services Public Transportation Plan:
The Oregon Department of Transportation (ODOT) oversees the Special Transportation Fund (STF) through its Public Transit Division. All STF recipients are required to implement a written plan. The Coordinated Human Services Public Transportation Plan sets out a long term vision for public transportation needs of individuals with disabilities and low income within our service area.
Your Rights Under Title VI:
The Confederated Tribes of Umatilla operates its transportation program and services without regard to race, color, or national origin in accordance with Title VI of the Civil Rights Act. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI may file a complaint with the Confederated Tribes' Planning Office.

We encourage, though do not require, individuals to first file a complaint directly with their transit provider to give it an opportunity to resolve the situation before filing with FTA.
