The Confederated Tribes Higher Education Program supports enrolled CTUIR Tribal members and their families as they navigate the postsecondary education system and pursue their higher education goals. Whether you are just starting out or continuing your education, the Higher Education Program is committed to empowering Tribal learners by building strong postsecondary literacy skills and providing a clear understanding of key higher education concepts and terminology.
Our services include, but are not limited to, helping Tribal learners with admissions and financial aid applications like the Free Application for Federal Student Aid (FAFSA) and the Oregon Tribal Student Grant (OTSG), as well as academic coaching. Another primary function of the Higher Education Program is to expand Tribal learners' access to wraparound services and resources within their communities, such as the Indian Health Service and workforce development opportunities. Other essential tools and services include first-generation student success programs such as TRiO, as well as common services available at colleges, universities, and vocational training programs, such as academic advising, tutoring/testing centers, and disability services.

Along with comprehensive student support services, the Confederated Tribes offers merit-based scholarships to eligible Tribal members.

Your applicant status (new or returning) determines which documents must be included in your application packet.

Scholarship Funding Cycle Deadlines:
The Confederated Tribes will not accept or consider late submissions or incomplete applications. Applicants who submit incomplete application packets will receive (1) incomplete notice, after which they are responsible for ensuring a fully complete application is submitted. Eligible applications received after the final funding cycle deadline will automatically be considered and may receive funding during the next funding cycle within the academic year. The applicant is responsible for initiating the award process during the next funding cycle.
Funding Cycles:
The Confederated Tribes recognize standard academic calendars and classify them as Term/Quarter, Semester/Trimester, or Training Session. Scholarship funding is distributed according to the awardee's academic calendar. Funding cycles are Fall, Winter, and Spring.

Scholarship applications must be submitted by the final term or semester deadline posted on the Confederated Tribes website and time-stamped no later than 11:59 PM (PST). Applications are accepted year-round. Eligible applications received after the posted funding deadline will be automatically considered during the next funding cycle within the same academic year.

Higher Education Coordinating Commission Student Success Resources:
The State of Oregon's Higher Education Coordinating Commission (HECC) has a variety of webinars throughout the year for students and parents. These webinars provide up-to-date information about Oregon grant programs, scholarships, financial aid application assistance, and support via live Q&A sessions. Webinars are available at no cost. For some but not all of the webinars registration is required to receive an event link and reminder email. Additional information can be found at Webinars | Oregon Student Aid.
Office of Student Access and Completion:
Oregon residents can apply for grants and scholarships offered by the HECC's Office of Student Access and Completion (OSAC). HECC's Office of Student Access and Completion administers the OTSG.
